Chieh Yu (Joann) Shen is the Founder & Researcher at To Be Educational Catalyst, a Taiwan-based organization dedicated to fostering educational innovation and equity-centered learning ecosystems. Her research explores how decentralized, adaptive learning ecosystems—integrating formal and informal education, community resources, and cross-sector collaboration—can drive social equity and systemic transformation.

Her work aligns with diversity, equity, and inclusion (DEI) by examining how learning ecosystems expand educational access, particularly for marginalized communities. While traditional education models often reinforce social disparities, these ecosystems create inclusive, participatory spaces that promote lifelong learning, civic engagement, and social mobility. Inspired by global movements that redefine success beyond test scores, she investigates how broader recognition of learning can ensure diverse skills, experiences, and contributions are valued.

As part of the LIFT project, Shen studies how school leaders, community actors, and policymakers collaborate to bridge educational gaps and build resilient learning communities. Her research maps leadership dynamics and partnership structures, offering insights into how equity-driven leadership fosters inclusive and sustainable education systems. By strengthening collaborative governance and cross-sector partnerships, she aims to provide actionable strategies to cultivate transformative learning ecosystems rooted in community engagement.
